Huckabee Explains His Cuba Flip

From Hannity & Colmes last night:

Essentially, Huckabee is saying that the needs of the country outweigh the needs of the state. Which is fine. But, at the same time, isn't he also saying that as governor he hurt the interests of the United States to benefit his "rice farmers"? A governor should of course watch out for his constituents, but at the expense of the national interest?
