"It's Just a Little Surreal"
I just read the WH briefing that Karen referred to in her "liger" post and, well, the Napoleon Dynamite parallel is born out many times in this remarkable presser. A slightly edited selection of highlights:
Q Okay. And just lastly, it's a little surreal -- I mean, how is it possible --MS. PERINO: You're telling me.
Q Well -- that you can't give an opinion about whether the Vice President is part of the executive branch or not?
MS. PERINO: All I know is that --
Q It's a little bit like somebody saying, "I don't know if this is my wife or not." (Laughter.)
MS. PERINO: I think it's a little bit more complicated than that.
Q No, but honestly, I mean, there's no --
MS. PERINO: No, honestly, I think it's more complicated than that. I do.
Q Dana, for 200-plus years, everybody from civics class on up has had a certain understanding of the way our government works. And this EO clarifies more than 200 years of constitutional scholarship about the way our system works?
MS. PERINO: Maybe it's me, but I think that everyone is making this a little bit more complicated than it needs to be. The President writes an executive order; he says --
Q I'm talking about the part where the Vice President says that there's a question about whether or not he's part of the executive branch.
MS. PERINO: And the point I was trying to make to you before is that I --
Q This really falls into "sky is blue" stuff.
MS. PERINO: For the past two centuries the Senate has provided payment to the Vice President for his duties as a member of the government. I understand that he has roles in both branches. I am -- I don't think that it's as clear-cut as you're trying to make it.
Q That the Vice President of the United States is --
MS. PERINO: I think there is no denying that he has functions in both the legislative and the executive branches. That is a fact.
Q But it seems like the Vice President is saying he's not responsible for the rules of either of those --
Q Yes.
MS. PERINO: It's not an -- that's irrelevant because the President never intended for the Vice President to be subject to the executive order.
Q No, he introduced the topic. The Office of the Vice President introduces that into the argument, into the debate; "well, we're not part of the executive branch."
MS. PERINO: I think that that is also a fact -- and as I said to Kelly, I'll see if I can get more from the Vice President's office to see if they -- how they connected the two, or if they did.
Q He can argue he's part of both, but he can't possibly argue that he's part of neither. And it seems like he's saying he's part of neither.
MS. PERINO: Okay, you have me thoroughly confused, as well.
And, cynically:
Q He did it for a couple of years before that. He just was doing that out of the good of his heart, or --MS. PERINO: I think so. (Laughter.)

But don't answers like this make Washington journalists FURIOUS?
If they don't, there's something not just professionally but psychologically wrong with the whole pack of you.

Chris Mathews approached this yesterday as a political game, not a Constitutional issue.
I was furiuos.
Maybe because we don't have the calming effect of a journalism degree or career so we can really be detached.

I think sometimes they are out to simply humiliate the press. As if the administration is saying "yeah? Well what are you going to do about it?"
Remember when the press was fed the line about Bush and Rove being in a book reading contest? It was pretty clear that was a load of BS. But that's what was being fed to the press. And the press parroted the absurdity back to the public, even though it was an obvious absurdity. It was about taunting the press.
The press should call them on their bluff more and frickin investigate. It seems like every time there's some sort of story, on Scooter Libby, Doug Feith, Don Rumsfeld, they've always reported on the tip of the iceberg, and left the important stuff completely submerged. --And they've had to be brought along kicking and screaming by either the Democratic congress, the legal system (Fitzgerald), or low budget blogs (Talkingpointsmemo). Why can't they just do their jobs and do thorough investigations--*themselves*? Reporting, what a concept.

Actually, saw this interchange and more from the presser. Reporters were getting hostile. Purrrrrino played the poor-lil-me-call-Cheney's camp bimbo role so well.

And once again, you (along with GMA) demonstrated why you are held in such low regard.
This is a serious issue....and you made a joke of it (about Cheney "floating away" to some "undisclosed location") -- and GMA treated us to scenes from Li'l Bush, Stewart doing his Cneney "quack", and about 30 seconds worth of vintage Batman TV show footage.
....and of course, the Gellman WPost piece that presented an outline for the prosecution of a War Crimes tribunal is never mentioned.
Its all just so much fun....as long as its "brown people", and not fatuous blonds from the DC cocktail weenie brigade, who get tortured.
Is there anything, besides the price of Prada handbags and Jimmy Choo f*ck-me pumps that you take seriously, Ana?

MS. PERINO Well, that's an interesting meteorological question. I mean, we all know that every sky has roles during both the daytime and nighttime. There is no denying that the sky has both blue and black functions.
Q So you're saying the sky isn't blue?
MS. PERINO I'm saying it's an interesting meteorological question, because the sky is there at night.
Q He can argue he's the sky is both, but he can't possibly argue that it's neither. And it seems like he's saying it's neither.

I would be willing to bet that all Federal salaries are drawn from the Treasury Department. The Treasury Department is part of the Executive Branch. Using Cheney's and Perino's argument, then, the Legislative, Executive and Judicial Branches are all part of the Executive Branch. This is a ridiculous argument that serves only as viagra for Chris Matthews.

Yes, I could not agree more that it is depressing, the lack of seriousness with which this story is being reported in the MSM.
All my life, in school and elsewhere, I have been reminded how important the Constitution and its principles are. I was a youngster during Watergate, and during and since, that event was treated with the grim seriousness it deserves.
Today, we have journalistic pundits smirking and joking about Bush and Cheney's crazy antics. Meanwhile, I sit here reacting as I have been raised to do: horrified and depressed by what I see happening to our country -- not at the hands of some intangible movement or shadowy agency, but by specific people doing completely visible, appalling things; saying things that are an insult to the intelligence of every American. The spokespeople for our president have chosen to look us in the eye and assert the scariest, most intellectually dishonest things, and the best we get on the evening news is the equivalent of a sitcom called "That Wacky Veep".
This is not a joke. Our leaders are treating us with contempt. Every citizen should be angry.

I actually think Perino is making an excellent point and I am thoroughly convinced that the VP's office is definitely part of BOTH the Executive Branch and the Legislative Branch.
Ergo, it follows that the VP's office is subject to the laws and regulations that govern BOTH the Executive Branch and the Legislative Branch.
P.S. If Perino could make an argument that the VP's office also belongs to the Judiciary Branch, I suspect I'd be willing to acknowledge that too.

From the Constitution
Article II
Section 1. The executive power shall be vested in a President of the United States of America. He shall hold his office during the term of four years, and, together with the Vice President, chosen for the same term, be elected, as follows:.
The Vice President of the United States shall be President of the Senate, but shall have no vote, unless they be equally divided.
Finally according to Senate records Dick has only presided over the Senate 2 or 3 times in the entire time he's been in office - I don't know about you - but if someone shows up to work only 2 times in four years - they don't work there - they're trespassing.

It's "borne" in this context, as in the past participle of "to bear."
I know, it's a blog post, I shouldn't expect too much.
Oh, and while I'm here, add me to the list of people who seem to have misplaced their sense of humor on this. Gallows humor is an appropriate response to a situation over which one has no control nor hope of remedy. An elected official eviscerating the document he had sworn to protect and defend isn't one of those situations.
If that doesn't help, then here's a general rule for you: when actual human beings are tortured as a result of the extra-constitutional whacky shenanigans, said activities stop being "comically mendacious."
Not that you shouldn't have other rules, but that seems to me a nice big fat bright line to draw, don't you?

We have Kings George and Dick, the Deciders, who tell us what branch of government they belong to and which they don't belong to and which laws they have to follow and which they don't have to follow.
If you don't already own at least one pitchfork, you might consider visiting your local garden center soon. I'm thinking it is time to bring out the pots/pans/pitchforks brigade in full force.
I never thought I'd see the day when the President and Vice President thumbed their noses at the American citizenry in such a blatant manner.
