SCHIP: The latest polling numbers
On the eve of the House vote on overriding the President's veto, this new survey, conducted by National Public Radio, the Kaiser Family Foundation, and the Harvard School of Public Health lays out a pretty stark political equation in favor of expanding the program. From the summary:
The survey finds strong majority support for the reauthorization and expansion of SCHIP (the State Children’s Health Insurance Program). Given the basic parameters of the expansion – its cost, the number of new children who would be covered, and how it would be paid for– seven in ten Americans say they back the plan. This asking was followed by a version of the question that provided proponents’ and opponents’ strongest arguments. Even when presented with these pros and cons, support stays at 65 percent.Though the partisan divide on SCHIP is certainly large, there is a good deal more bipartisanship here than on issues such as Iraq. Democrats overwhelmingly favor the reauthorization: 82 percent before hearing the pro and con arguments, and 80 percent even after hearing them. Tilting the issue toward the bill’s proponents, Independents also weigh in with majority support: 69 percent would back it (dropping only 3 points after hearing the arguments). Instead of being the usual mirrorimage of Democrats, Republicans are very divided on the SCHIP issue: a narrow majority (54 percent) say they support the expansion when asked a straight up or down question, while 41 percent are opposed. This narrow divide deepens a bit – to 47 percent support, 45 percent oppose – after hearing the arguments on both sides.
It’s worth noting that the SCHIP debate takes place in a general climate where two in three Americans (67 percent) think that the government is doing “too little” in providing health insurance to children who don’t have it. This includes a majority among men and women, among every age group, and among every income group.
Note that only half of Americans say they have heard at least some of the news about the ongoing SCHIP debates, with half the country not paying attention. Those who have heard little or nothing about the program are as likely to back its expansion as those who say they have heard at least some news about the issue.

Good post Karen.
It has now become impossible to read the comments,even though to regular readers it is usually clear which ones are real and which ones have taken someone's name. It is even worse with the new cutting and pasting of whole and partial from many different threads.
People who are more casual readers take some of the innane comments to be real, take issue with them, and the discussion descends into nothing.
As many have said, I don't understand why doing something about this is beyond the capabilities of Time or has not been made a top priority.
Until it is fixed, any posts you read with my initials have not been written by me.

Thank you for representing the center on this one, Karen. There is too often a tendency to bend over backwards for the 30% of the nation in the partisan bubble, even when there is vast bipartisan consensus.
This isn't Broder/Leiberman extremism, but an issue the real middle cares about. Remember that when you get the pushback calls to upper management from CATO and the AEI.

A conservative talking about raising the discourse. Please!!!! This is coming from the party that put up an ad with Max Cleland along side Osama Bin Laden and Saddam Hussein. A party that called John Kerry a coward, and that his multiple decorations were undeserved even though there party's candidate was a coward that never went to war. A party having Carl Rove as their chief political advisor who once spread rumors about an AL democrat that he was molesting children. A party whose propaganda wing (Fox News) has Anne Coulter as a frequent guest / commentator (I don't think I even need to go into things that crazy wanker has said). A party that labels everyone that doesn't agree with them an unpatriotic and on the side of OBL.
And you want to talk about raising the discourse. Give me a break. I, and many of my friends, have tried on multiple occasions to have big boy talks with the right only to have them descend into bumper sticker politics and awful name calling.
Your side needs a time out. And, if you were wondering that is going to start in about a year. Hopefully, the last six years of failures in literally every possible aspect of this administration and the rubber stamping congress and supreme court will help make that a very long time out.

So many Republicans are retiring, at least in part, because of the same reason that it was unlikely the Dems would lose seats in '08: they (like the public, if you actually read opinion polls) are tired of the whole thing, the corruption, kowtowing to the Dobsons and the Limbaughs, having to subvert their own common sense in favor of a twisted party line, the endless sloganeering and cheap tricks (purple stained fingers!), probably a little guilt and self disgust at being enablers for the past several years. You can't just go back in history and say, "This is what happened in the past, so this is what will happen now" -- few things work like that.

I think Americans are finally crawling out from under the Neocnservative thrall under which they believed the issues were whatever Bush & Co. said they were.
Health care is an issue that will make or break this country, and I'm glad to see that all ideas are on the table.
The days of the so-called "rugged individualist" have been over for more than 50 years. Even those who represent that bent posting here suffer by default: they maintain their "rugged individualism" from locations where their local tax base is too small to support their infrastructure. The key point here is that there is no one who, by their own definition, is NOT a "parasite".
I prefer to look at it differently:
WE are Americans, and there are issues like health care, that affect ALL of us. As rich a country as we are, we should not have to choose between home or health.
Iraq has become a classic example of how the defunct ideology of the Bush Doctrine has failed us on domestic issues. How can we NOT afford $35,000,000,000 for SCHIP when we waste $200,000,000,000 a year on a pointless war?
The Republicans are most hypocritical in the arena of fiscal responsibility:
Over the past 30 years, the ONLY presidents who EVER ran our country in the black has been Democrats.
Them are the facts. Tax-and-spend or not, them ARE the facts...

Unnamed scientists working for the US Air Force's Wright Laboratory have just been awarded an Ig Nobel Peace Prize for their pioneering work on a chemical weapon designed to make enemy troops sexually irresistible to one another.
No news on whether they actually developed a "gay bomb" and whether it works if they did. A big part of me hopes that it does and that queer militants get their hands on it. Imagine those chemicals ending up in Mahmoud Ahmadinejad's coffee. Or dropped on the crowds at an Atlanta Braves game. The mind boggles.
On the other hand, it's a weapon that the US military ultimately would have to avoid using. Imagine if the wind shifted, and the Pentagon had to start issuing dishonorable discharges to entire platoons.
Although, probably the biggest worry is that this research will inspire the Vatican to start work on the "straight bomb"

It might be better that a program that detects offenders and flags a registered poster for review when it appears the offences are frequent. Their posts can then be reviewed and evaluated with respect to a set of conduct rules. After review, that poster's email address could be used to warn him/her that they may have their privaliges revoked.
It's not possible to completely remove subjectivity and possible bias, but maybe this might be a good way to go.

It's that full wording and questions from the survey, not just the summary as posted by Tumulty (although her link just goes to the front page with the pdfs at the bottom)
Scroll through it and notice how the "opposing arguments" are presented, and then scroll further to see the responses when the specific parameters of the expansion are mentioned, such as the income levels to be covered.
To start you off, here's how the "opposing arguments" question is worded:
(Supporters say the expansion would prevent children who are already covered from losing their coverage (they're lying) and provide health insurance for millions of low-income children who are currently insured (incomplete and misleading). They also say the program has been shown to be effective over the past ten years).(Opponents say the expansion would encourage some families who have private health insurance to drop it in favor of government funded coverage (true). They also say the expansion will wind up covering some children in middle-class families). (scroll down to the question asking respondents how they classify middle class and see if they think it's defined as 400% above poverty rate). After hearing these arguments, would you say you support or oppose increased funding for this program?

I think you miss the point about Kerry. I think it is kind of disgusting the weasely game he plays trying to have it both ways like Clinton. His purple hearts are fine just not the ones he applied for himself.
He exaggerated his achievements when applying for medals, and managed to get himself awarded a Purple Heart for a band-aid-sized scratch which he accidentally inflicted on himself. He tried to get awarded medals because he wanted a war record that would help him politically. This only shows that Kerry is a sleazy politician, because some were questionable according to people he served with.

Couple of things illustrated by that survey.
* Most people consider 50k to be middle class.
* Most people consider a family that made 60k and above to be able to afford healthcare.
* Most people in the survey made below 60k
* Most of the people in the survey considered themselves democrats.
* When asked do you believe that people making 80k should be eligible for the program 82% said NO.
So it sounds like the President was right on. Even more interesting was that most of the people in the survey made less than 60k. I don't ask you to pay for my groceries don't ask me to pay for your healthcare.

One of the Teletubbies, Tinky Winky, started a still hinted-at controversy in 1999 due to his carrying a bag that looks much like a woman's handbag (although he was first "outed" by the academic and cultural critic Andy Medhurst in a letter of July 1997 to The Face).
A February 1999 article in the National Liberty Journal, published by evangelical pastor Jerry Falwell, warned parents that Tinky Winky could be a hidden homosexual symbol, because "he is purple, the gay pride colour, and his antenna is shaped like a triangle, the gay pride symbol".
A spokesman for Itsy Bitsy Entertainment Co., who licenses the characters in the United States, said that the bag was just a magic bag. "The fact that he carries a magic bag doesn't make him a homosexual. It's a children's show, folks. To think we would be putting sexual innuendo in a children's show is kind of outlandish", he added.
In May 2007, Polish Ombudsman for Children Ewa Sowińska revisited the matter, and planned to order an investigation.[10] She said in the May 28, 2007 edition of Polish magazine Wprost that the woman's handbag-carrying Tinky Winky could promote homosexuality. Journalists from Wprost mentioned claims the Teletubbies promote homosexuality, to which Sowińska replied that she had heard of the issue. The journalists then asked about Tinky Winky. "I noticed that he has a woman's handbag, but I didn't realize he's a boy", Sowińska told the magazine in an interview her office approved before publication, adding: "Later I learned that there could be some hidden homosexual undertones." Sowińska said she would ask her office's psychologists to look into the allegations "and judge whether it can be shown on public television and whether the suggested problem really exists."
But on May 30, 2007, Sowińska said in a public statement that she no longer suspected the Teletubbies of promoting homosexuality. She said: "The opinion of a leading sexologist, who maintains that this series has no negative effects on a child's psychology, is perfectly credible. As a result I have decided that it is no longer necessary to seek the opinion of other psychologists."[11]
In an unrelated incident reported in 2000, a girl's Tinky Winky toy reportedly said "I got a gun". Kenn Viselman, then chairman of the Itsy Bitsy Entertainment Co., claimed the toy actually said "Again, again!", a catchphrase from the show

In response to this post on the NPR/Kaiser/Harvard poll, I would like to make a few key points that were missed in the analysis. First, while the poll shows 70% support the increased funding for SCHIP provided in Congress' proposal, the poll does not ask about the President's alternative plan, a 20% increase in SCHIP spending. Perhaps it would have been helpful to give respondents the choice between Congress' five year 121% increase in spending and the President's 20% increase.
The analysis also says the survey provided the “proponents’ and opponents’ strongest arguments” on SCHIP, and support stayed at 65%. However, the question mentioned did not provide the strongest arguments against the Democrats' proposal for expansion. A stronger opponent argument would be “opponents say the 121% spending expansion would mean 1 of every 3 children newly enrolled in SCHIP would drop private coverage for government coverage. Opponents also say the expansion would wind up covering some children in households making $83,000 per year.”
This is important, because when the questions get more specific, you see a drop in support for key elements of the Democrats' plan. While Americans support families earning $20,000 (90%) and $40,000 (66%) being covered by SCHIP, support declines markedly at the higher income levels found in the Democrats' plan. The poll shows few Americans say families earning $60,000 (32%) and $80,000 (15%) should be eligible for SCHIP.
Other elements that would have portrayed opponents' of the Democrats' plan arguments more fully:
- -The Democrats' plan rejects a requirement that 95% of eligible poor children are enrolled before higher income children can be covered
- -The Democrats' plan does not stop adults from being covered under SCHIP, even though six states now spend more SCHIP money on adults than children
- -The Democrats' plan relies on a budget gimmick. Spending falls from $13.9 billion in 2012 to $7.8 billion in 2013, so Democrats will either need to raise taxes further or cut children off the program to fund it.
We certainly understand that this was not Time’s analysis, but a summary written by the poll creators. However we think it should be noted that there were a few key items in the poll that should be revealed.
