An ecological tax should be put on every barrel of oil, every gallon of gasoline, and every cubic foot of natural gas being shipped out of and across our state. We should then look to the Netherlands. They came here to Tulane University in the 1950s, learned what they could and took that engineering home. Then they improved it. They have the best protection because they have a national will to get it done right.

Oil did more, by far, to destroy our wetlands than anything else. Since we can't get money from the Corps for the levees and the lack of sediment for land building from the Mississippi. Let oil pay for it. Five cents would do. Anything would do! Anything at all or this unique city and our way of life here is gone. Not with the wind, but with the oil!

I'll be brief. After living in N.O. for 63 years and experiencing every hurricane that came by, never evacuating, and fishing, hunting and flying over the entire geography for 50 years, I am leaving.

There's not enough resources in the universe to fix the levees and wetlands. They are leaving also. The politicians are despicable, the plans ignorant, the land has sunk but these are minor compared to Mother Nature's wishes that will come true. To believe otherwise is silly.

It's over. We're dead. Move on. How can one not realize this after the past two years of misery and with nothing being accomplished.

Please know this. It's going to get worse daily.

We must stop fighting nature, and start working with her. We need to come up with a permanent, long-term approach to maintaining the region, regardless of what short-term disruptions to commerce might be necessary. The single most important thing is for the nation to commit to restoration of our coast. We can provide many resources to do this, but we need the country's help. It is in everyone's interest, because without the Louisiana coast, the nation's oil and shipping industries cannot function, at least not without major changes. If we get the country's help to fix the coast, we can take care of our other issues.

More volunteers and more news coverage will keep this disaster in front of the American people. Being a volunteer who has completed 4 "mission trips" to New Orleans in past two years and (2 more planned) this year I feel the entire Country has left the Gulf coast "down" all the way from the President to the state of LA. A lack of planning was the problem, now a lack of compassion for the people who still reside there and want to return. I will continue to go to New Orleans to help rebuild no matter how long it takes, its the right thing to do to help the less fortunate!

It is pathetic that the Army Corps of Engineers is so short sighted and politicized. However, it is even more pathetic that intelligent people continue to live in stupid places, that is, below sea level. It is also stupid to believe that any construction or process will continue to best Mother Nature's fury. In the case of New Orleans, I recommend rebuilding only the coast, and don't bother with the city. For starters, and to be historically accurate, you could try publishing stories fo where Katrina actually hit, along the Mississippi Gulf Coast. For two years, our cities have been virtually ignored by the media. As one of many families who lost everthing, we have the same struggles as New Orleanians, living among the devastation, waiting on insurance and grants, people giving up and leaving this area, people still in trailers and looking for affordable housing. But we have been ignored. Hopefully, the history books will get it right. The media should be ashamed.

I cry because the Spanish, French, slavery, antibellum Jim Crow and a bad economy could not take away what the aftermath of Katrina took away....my roots. Through the Act, first users of New Orleans property that was initiated after Katrina and will be ready for occupancy by 2010 are entitled to 50% bonus depreciation in the first year. That means an investor who wants to buy a unit to rent out for income enjoys significant economic tax incentives. For example, on a $425,000 property at Algiers Crossing on the banks of the Mississippi River, a buyer would put $85,000 as a down payment (20%) but with $200,000 of a depreciable asset (50% of purchase price minus land cost), the depreciation benefit adds up to $76,045 so they would be spending less than $9,000 out of pocket!

In short, the government is essentially giving them investment dollars to spend on rebuilding this vital region. What intelligent person would prefer to pay taxes to the government in lieu of making an investment in New Orleans? Very few if any, I reckon.

This enticing incentive has been spreading like wildfire among ISG’s target market and has been moving units at the mixed-use development where up to 1500 for-sale units are being built on 14 contiguous acres. The GO Zone Act is promising; it fuels the pipeline and reignites the real estate market while leading down a path towards a robust New Orleans, an area seminal to the country’s economic health.

Have you heard about Federal City? A mile from Algiers Crossing the governmental "Pentagon South" will house the high-tech security campus of offices of The U.S. Marines, Army, Navy, Coast Guard, Department of Homeland Security and other non-federal tenants. Within a few years of opening, the 10,000 plus employees will increase the demand for housing.

The blacks were there for the $ 2,000 debit cards and to re-elect Nagin, but seem to get replaced by Hispanics and Caucasians from across the USA. Mx. president, Vincente Fox was correct when he said "Mexicans will do the work that blacks won't do". The Chocolate Folks will return....but only after the work is completed.

Maybe the rebuilding efforfs would progress more quickly if our reconstruction czar, Don Powell, was not living in Arlington Virginia, at the governments expense, in the FDIC's training center. During his tenure at the FDIC, Mr Powell demonstrated that his only concern was with himself not with other. Why else would he continue to park his car in a handicapped parking space while at the FDIC's training center instead of walking an additional 10 feet.

I think he should live in New Orleans, possibly even the 9th Ward, in order to truly understand what the people need. He would then have a vested interest in fixing the problems of the gulf coast.

Maybe he can be induced to move down there, if he can park in handicapped parking spaces.

Since the storms and storm surges cannot be stopped, slowed down, or reduced, the most logical place to battle these occurrances has to be at the first thing they destroy, and that is the buildings!

Since the furniture and carpeting inside the building is not causing the buildings to collapse either, this leaves the only location to address as the building frames and coverings.

Since the coverings are ripping off in hurricane force winds, that leaves improving the building frames as the best place to start the solutioning proccess!

When New Orleans just rebuilt after hurricane Betsy(1965), hurricane Katrina (2005, only 40-years later) exposed the needs for improved building frame systems that can withstand hurricane force winds! Remember, over 200,000 buildings(a majority being single-family residences) blew down or were swept away, well before the flooding started that ruined several thousand more buildings!

The unwillingness of the media, governments, and construction industries to acknowledge and communicate this truth, will and has been leading all people affected by hurricanes into a return of worse damages, more credit crunches, higher rental reates to those who need breaks in order to have a chance at financial recovery, etc; etc; etc!

When there is a new building frame reinforcing system on the market, that proves that buildings do not have to collapse in hurricanes and other disaster-level events, which is being tossed back to the developer of the system, by the very people in the building design professions who should be jumping at the chance to design affordable safe structures for the Communities they serve, does their actions make sense?

Thank you for your last article about New Orleans. Unlike the National Geographic article, you hit the nail on the head. The levees are important, but useless unless major wetlands restoration starts NOW!!

We also need a Works Projects much like the WPA of the 1930's, a plan that helped thousand of Americans climb out of poverty and the effects of which we still benefit from today. I fully support the Gulf Coast Civic Works Project, www.solvingpoverty.com. We have done so much on our own, but we still need major help in rebuilding infrastructure and investing in future infrastructure that we've never had, such as adequate flood protection. Imagine a Works Project employing hundreds to rebuild wetlands! If you enjoy your coffee in the morning, bananas, exporting your grain, the gas in your car, etc., it is very important to protect New Orleans and it's port. The country has benefited from our precarious locale for 300 years. It's time to give back to ensure our future security.

The Gulf Coast Civic Works Project (GCCW) calls the federal government hiring 100,000 Katrina survivors to rebuild their homes and communities, similar to the New Deal's WPA. It would provide them with temporary housing, services and job training to help them build and repair houses, schools, parks, flood protection and other public works projects determined by local officials and communities.

The program would be an investment not only in rebuilding hard hit communities in a manner that would allow all of this national disaster's survivors to be able to return home but also an investment in working families which would be empowered with the necessary skills for high wage work helping to rebuild local economies and the middle class.

Lets please build support for this idea.

I think that we should get the word out everyday everywhere in the usa. In the newspaper,online,tv,radio,etc so that people can hear about how much New Orleans really need people to help out. If their state was ruined then they'd want help so it's time for people everywhere, rich or poor to try and contribute as much as they can. It would help if most rich people weren't selfish and help in some way. Maybe musicans would have concerts for New Olreans and give some of the money to them. Have schools all over raise money for them and send it. I may only be a teen but I care too.

Personally, it is tossing away good money after bad. Mother Nature is a very powerful Force. It was Mother Nature that broke through the Levee's in the first place. If the land is under sea level, to rebuild would take a monumental percentage of our Gross Nation Product. Oh, wait, as a Country, we don't Produce anything. I'm waiting for the Government to rebuild Detroit from the 67 Riots. Many other Communities are waiting for their share. Our Government has it backwards for sure and the fact that we are debating this is further evidence that we are becoming a backwards nation. The money and resources were required once the flooding began, not now when it is obvious no one knows what to do. There are many other great places to Live inside these United States. It is time for that part of the country to face up to the realization that New Orleans will never regain it's splendor. I'd say come to Michigan, but every 30th home is in Foreclosure.

I live in New Orleans and have lived there all my life. It is an excellent city. It's culture, history, spirit, intersting people, and the respect that its inhabitatants give it make it a city like no other. One of the best ways to help the city is by coming and visiting. Stay in the french quarter or uptown where nothing has changed. You can see the hardships for yourself and the unbelievable vastness of the destructoin from Katrina. We need your help and your support. We will rebuilt no matter what the country says, but your support helps.

Federal dollars remain strangled in the red-tape of slow moving programs built to respond to much smaller disasters while schools, hospitals, and homes continue to lay in disrepair. Its time for a "New Deal" for New Orleans and Gulf Coast.

Gulf Coast residents are developing a bold, realistic plan to help Katrina survivors realize their human right to return and rebuild their communities. The Gulf Coast Civic Works Project (GCCW) calls the federal government hiring 100,000 Katrina survivors to rebuild their homes and communities, similar to the New Deal's WPA. Louisiana alone suffered $31 billion in damage to infrastructure and public facilities. New Orleans saw 79% of its affordable housing whipped out by the levee breaks. Recently Louisiana predicted it will need 90,000 additional skilled construction workers. Underfunded hands-off federal efforts to date have not sufficiently tackled the many interrelated issues threatening the future of displaced families who want to return and courageous returning families whose communities need additional help. This provides a ripe opportunity for bringing displaced people home and employing them to do this necessary work to rebuild a better Gulf Coast. The United States has not met its human rights obligations to help displaced survivors return and participate in rebuilding their communities.

In other countries across the globe the United States funds similar programs helping displaced people to return to their communities and find work to rebuild their lives and communities after a disaster.

In Iraq the United States' international aid agency, USAID, currently has a program hoping to employ 100,000 displaced Iraqis in temporary public work projects.

From my research, I believe that it is extremely vital for the government to not just focus on rebuilding infrastructure but to also focus on rebuilding the swamps and marshlands around New Orleans. These swamps and marshlands serve as natural storm breakers and can be important defense mechanisms against future storms

I think the city, including the levies, needs to be leveled so it can be truly underwater and all the people and businesses, which little is left, should relocate to Kenner or maybe Baton Rouge. Please don't send any more to Houston. The crime there has become much worse since the New Orleans criminals moved in. Albeit, many of the new residents from New Orleans are wonderful, hardworking people. It's a sham that a few are so really bad.

Raising houses and other buildings for flood concerns only puts the building right smack into the winds of a hurricane, where the building will explode/dislodge from the foundations!

An easier solution is to add continuous reinforcing to the building frames, on the interior sides of the frames, with steel nets, that use continuous flat-bodied strapping for the inter-linking chords. In this manner, the building can withstand the forces of the hurricane winds and storm surges, and can be affordably water and fire proofed!
